Author M C Raj’s latest book Electoral Systems with specific reference to Proportional Representation (PR) system in India is relevant and contemporary. This is his nineteenth book, and is the result of substantive researches in Germany, Norway, New Zealand, Nepal and the Netherlands – countries that have adopted different variants of the Proportional Representation System. Electoral Systems is the result of a strong Campaign for Electoral Reforms in India (CERI) initiated by the author, his wife and many of his colleagues in different states of India. Many questions that were raised in the state conferences were taken into serious consideration during the writing of this book. A unique political analysis of democracy and governance, the author’s exposition of the First Past the Post (FPTP) electoral system prevalent in India, and his exploration of the different types of Proportional Representation system throws up interesting possibilities for India’s polity. The historical references to the PR system, excerpts from the Law Commission Report of 1999, etc, make for exhilarating reading for the serious reader. The author has earlier written many books on philosophy, psychology, spirituality, politics and a few fiction novels.
