Regulatory Systems and Networking of Water Utilities and Regulatory Bodies: Proceedings of the Regional Forum

Recognizing that one of the main reasons for inefficient delivery of water services is that water utilities are not operated independently or according to principles of accountability and are loosely regulated, this publication argues that a regulatory body overseeing the implementation of a transparent government policy is desirable for both public and privately owned water supply and sewage systems. The text provides information on regulatory systems and experiences from different stakeholders in the water supply and sanitation sector, as well as an overview of regulatory systems around the world, ten case studies, eight country reports, and guidelines on how to establish independent regulatory systems for use by government ministries, water utilities, funding agencies, and consultants.
