From the supplier: Texas State Auditor Lawrence F. Alwin issued a report that blamed the state's $802 million losses from insurance industry bankruptcies from 1988 to 1992 on the Department of Insurance's ineffectiveness in not providing adequate solvency regulation and enforcement. Alwin noted that regulatory improvements have been made but these have been insufficient. Texas Insurance Commissioner Georgia Flint blamed previous departmental administrators for regulatory failures and pledged that solvency regulation is a high priority for the department.
