From the supplier: The task of export promotion is usually handled by public sector trade promotion organizations (TPOs) in many developing countries. Unfortunately, most of these public sector TPOs fail to meet their objectives. Factors that have contributed to the ineffectiveness of public service TPOs include the unsuitability of government employees to the task of export promotion, the inflexibility of government procedures on expenditures and staffing, and the neglect of the development of commercial export promotion services. What developing countries may need to help support exports at a the firm level is for firms to have access to services that compensate for their limited expertise. These services are best provided either by private firms in the countries involved or by private consultants from more advanced countries.
