These managed care policies are forecast to take precedence over the less extensive managed-care-without-health-insurance policies offered by smaller casualty insurers. Many feel that lower-cost, short-term solutions do not get at the root of the health care crisis and that employers should be concentrating on preventative lifestyle and workplace safety education programs. With combined health-workers comp policies, however, claims would be paid faster and conflict over workers comp injury responsibility would end.
