Strategic planning is incorporated into several related plans, including those for an operating budget. The process, however, is subject to constraints such as resources, taxpayers' values, community norms and industry competition. The government, which will be responsible for linking budget with planning, should be able to effectively prioritize and evaluate budget programs.
