From the supplier: Colombia implemented a stringent program of economic reform in the mid-1980s to stabilize the deteriorating economy. This program required the adoption of tight monetary and fiscal policies, a large devaluation of the exchange rate, and the liberalization of foreign trade so that the country could raise its living standards in both the short and the long run. One negative consequence of the program, however, was that it could hurt lower-income groups in the short run. To protect the poor while the country was undergoing the difficult process of economic restructuring, the Colombian government adopted wage policies that would protect the real earnings of low-income groups, exempted all food items from the import surcharge, and developed antipoverty programs. Available information suggests that Colombia's program succeeded in protecting the lower middle class and the working poor.
