From the supplier: New Mexico Insurance Commissioner Fabian Chavez, in a May 17, 1993 letter to the state's workers' compensation insurance providers, accused the National Council on Compensation Insurance (NCCI) of setting exaggerated assessments for voluntary workers' compensation underwriters. Chavez believes the NCCI's inaccurate analysis of the Assigned Risk Pool's 1989-1991 reserves raised assessment rates, needlessly placed policyholders in the pool and caused insurance agents to lose clients and commissions. NCCI admitted its error which it claims resulted from underestimating the effect of New Mexico workers' compensation reform laws.
