The federal government is invaluable for central planning and for outlining goals the country aspire. However, the federal government is powerless to implement action plans. The state governments must do this since they are nearer to the people and results are more visible in each area of governance. Also, the people must be motivated to share in a strong community spirit and work towards bringing about change.
