From the supplier: Both criminal and civil penalties can be levied against individuals or corporations that present false claims to the government that they know are false. Application of the False Claims Act of 1863 has been extended beyond government procurement to encompass fraudulent tax returns and false claims for welfare and Medicare benefits. The statute has been interpreted broadly to encourage whistleblowing and to reduce government waste. The elements of a criminal violation do not differ from those for civil penalties.
