From the supplier: The Clinton administration has abandoned the idea of supporting health care reform by raising tax revenues from a value added tax. Instead, its health care reform plans include voluntary price controls and a mandate for both businesses and individuals to help pay for premiums to health insurance purchasing cooperatives (HPIC). Premiums paid to HPICs as a results of the mandates cannot be classified as taxes. The ratio of employer-employee contributions has yet to be determined. Some Republican senators may oppose the employer mandates on the grounds that these will increase the burden on small businesses and farming families.
