The Facility offers workers' compensation coverage to businesses that are unable to obtain it from private companies. In its 40 years of operation, the Facility recorded huge deficits except in 1980 and 1991. The 1991 Senate Bill 1 law, which restructured workers' compensation claims costs, has given the Facility financial stability.
