From the supplier: Germany has encouraged its manufacturers to manage the collection and recycling of its discarded packaging. In 1993, the country followed a weight-based fee for charging manufacturers which generated negative financial repercussions. Thus, the system was replaced with a sliding fee scale based on material type rather than just weight. The new system established a 4% decreased in packaging.
