Fiscal crises typically evolve from the inability of the privates sector to finance government spending and that for New York for 1990 is no exception. The solution to the problem seems out of reach because the individualistic national ideology makes it difficult for collective efforts at recovery to succeed. Political coalitions and constructive unions would contribute greatly in alleviating the economic crisis in New York and other states.
