From the supplier: Singapore implemented a form of road pricing called the area licensing scheme (ALS) in 1975 together with other transport measures to ease growing traffic congestion in the country. Under the ALS, access to a restricted zone during a designated period was limited only to motorists who have paid for and displayed a supplementary license. This strategy was very successful. Congestion was reduced, the use of buses and carpools increased, accidents were minimized and air quality improved. However, the effectiveness of ALS gradually declined as new problems emerged. Singapore is now preparing to implement Electronic Road Pricing within a three-year period to be able to deal with the problem of congestion more effectively.
