From the supplier: The revenue-offsetting provisions of the Omnibus Budget Reconciliation Act of 1990, regarded as one the most significant developments in tax policy, are discussed. The legislation, in order to fulfill its primary objective of lowering the budget deficit over a five-year extended period, required that any new law resulting in a net outflow to the Treasury must be offset by new sources of revenue or spending cuts in current programs.
