From the supplier: A legislation that increases non-profit third class rates by 23% and second class rates by 12% from 1993 to 1999 has been approved by the US House of Representatives Post Office and Civil Service Committee. Subject to the approval of the House Budget Committee, the new legislation will limit the use of non-profit mail to purposes substantially related to the social purpose of non-profit organizations and put more restrictions on the type of organizations that can avail of the non-profit mailing service.
