From the supplier: Penalties were set by the Tax Reform Act of 1976 for tax return and refund claim preparers who do not meet established standards. These penalties were revised when Pres George Bush signed the Revenue Reconciliation Act of 1989 into law. The revenue act contained the Improved Penalty Administration and Compliance Tax Act (IMPACT). IMPACT set much stricter penalty conditions for tax preparers.
