FOC countries have fewer regulatory restrictions and usually do not levy taxes on corporate profit or crew income. In addition, these countries provide sources of cheap labor to shipowners. However, FOC countries have also been associated with poorly-trained crew and unscrupulous shipowners. Quasi-FOC countries are similar to FOC countries in terms of tax benefits. However, they enforce strict regulations relating to management, manning and safety. This type of ship registry is expected to grow rapidly in the future.
