From the author: Organizational effectiveness depends on having the right people in the right jobs at the right times to meet rapidly changing organizational requirements. Accordingly, identifying future staffing needs is an important lever for executing business strategy. Where business needs are changing rapidly or are uncertain, traditional forecasting and planning is insufficient. The strategic staffing approach focuses on the business context, identifying staffing implications of business scenarios and identifying staffing drivers. Defining future staffing requires development of a skills matrix that fits future needs and matches future availability of talent with future demands. No longer a matter of mere forecasting needs based on historic trends, staffing in an era of change requires iterative analysis and judgments about future requirements in the context of business plans.
