From the supplier: The city of Chicago, IL, was suffering from rising unemployment and a shrinking tax base in 1989. The problem was especially acute in view of the ambitious but costly responsibilities it was taking on at the time. The best solution for the city government's problems lay in privatization. Through privatization, the city was able to cut costs, improve services and give the public a greater degree of control over the city government.
