From the supplier: A contract for legal services entered into by the South Florida Water Management District with a law firm revealed flaws that caused the district several million dollars. The contract contained too general provisions for allowable expenses and there was too little monitoring of legal costs done during the pendency of the case. The district did not have clear-cut guidelines on contracting outside legal services.
