From the supplier: Postage and paper specialists announced new postal regulations and a likely increase in paper prices at a recent seminar organized by Cadmus Communications in Richmond, VA. The new postal rules include third-class nonprofit mail eligibility restrictions and a second-class reclassification for regular mail. A 5% to 8% increase in paper prices in Oct. 1995 and another 10% rise after one year may be imminent if market pulp prices continue their uptrend.
