Hosni Mubarak's call for a national dialogue in Oct. 1993, when he was sworn into office for the third time, highlighted his intention for a significant political reform. The national dialogue or 'al-hiwar al-watani' was a harbinger for the politics of stabilization. Mubarak's administration pursued a policy of management and containment, which is being challenged by the new era of syndicate politics.
