These include the IRS' invention of new types of taxpayer investigations to circumvent the Taxpayer Bill of Rights, unannounced inspections by the OSHA and the inconsistences between different tax districts in the country. Another problem is the lack of adherence to procedures outlined in the Internal Revenue Manual by different tax districts in the country and the difficulty of filling up the Annual Return/Report of Employee Benefit Plan form.
