From the supplier: A Department of Transportation proposal to change the terms of aviation liability would be a major change to the Warsaw Convention of 1929. The Dept proposes that liability for death or injury on an international flight would be based on the passenger's place of residence. The change would bring international flight liability rules in synch with domestic flight liability rules in the US. Some aviation underwriters and airlines are expected to protest.
