From the supplier: No welfare program has truly helped alleviate the plight of the poor. Welfare relief in the 1700s imposed work requirements, while the 1935 Social Security Act formed a national system of relief marred by double standards. In the 1970s, human capital was viewed as the dominant factor to guarantee a job, while programs emphasized single mothers in the 1980s. The new law providing for the Temporary Aid for Needy Families program may be the worst welfare project ever because it allows states to freely impose any program.
