State legislatures are faced with the dilemma of providing relief from liability to property owners, while guaranteeing the safety of children from the toxic substance. A task force created by the Dept. of Housing and Urban Development has prepared a report that contains a set of recommendations for controlling lead hazards. Many states are relying on the report in developing legislation on lead-based paint, such as defining property owners' liabilities in lead poisoning cases.
