This strategy has an advantage over criminal prosecutions in that the plaintiffs are not required to prove their case beyond reasonable doubt. All they need is to produce evidence outweighing the defendant's claimed innocence. Laws that have been frequently used for this purpose include the ordinance on Racketeer Influenced and Corrupt Organizations and the Federal False Claims Act. Investigators and security managers would do well to study such laws.
