The public believes that deterrence works despite evidence to the contrary and so funding for prevention is limited. The majority of criminals have been victims of violence or child abuse while more murders are performed by family members than by serial killers. Therefore, preventing substance abuse and violence, such as child abuse, would be more effective in reducing crime.
