From the supplier: The Ohio cities of Huber Heights, Vandalia and Tipp City formed an alliance to buy the Miami Conservancy District's (MCD) North Regional wastewater treatment plan when the MCD announced its plan to divest ownership of the facility. With Ohio stature permitting cities to form joint ventures to provide utility services, the three cities proceeded to establish the Tri-Cities North Regional Wastewater Authority (TCA). TCA now operates the wastewater treatment plant and generates its income from user charges, investments, sales of surplus equipment and fees for septage hauling.
