From the supplier: The South Coast Air Quality Management District of Los Angeles, CA, drafted a clean air plan in 1987 that outlined the need for mass-produced electric vehicles to combat the growing air pollution in the region. The plan was conceived based on the fact that more that 50% of air pollutants in Southern California came from car emissions. The California Air Resources Board implemented the plan in 1990 by adopting a law that requires automakers to produce zero-emissions vehicles for sale in California by 1998, which was later extended to 2003.
