From the supplier: Mark-to-market and the Dept of Housing and Urban Development's Portfolio Re-engineering are programs that are intended to remedy the problem of excessively high rents in assisted housing. Mark-to-market is expected to include rent reductions to 'fair market rents,' consideration of capital needs assessments in restructuring, the substitution of project-based subsidies with vouchers for residents, and consideration of operating reserves for chosen programs in restructuring. However, while the government's efforts to maintain housing for low- to moderate-income elderly are commendable, it must realize that this goal cannot be successfully achieved without government support for offsetting real property costs.
