From the supplier: Governor Macquarie of New South Wales began to alter the system of convict labor by providing land and houses for those who had completed their sentences after 1810. Free people had the opportunity to negotiate their social status, and while Macquarie's policies troubled many of the large landholders, they were attempts to regulate the activities of idle people.
