These are venues for elderly adults to take part in specific intellectual pursuits during their leisure without requiring tests or credits. In ILRs, learners are 'members' and responsibility for their program and social interaction is cultivated. A unique collegiality emerges since learners are usually above 55 years and reside in the same locality. As of 1998, there are 200 institutes of this type in North America, typically having 225 members each.
