From the supplier: The legislature believes that the introduction of welfare reform through the passing of Personal Responsibility and Work Opportunity Act of 1996 will improve family life of the poor as through this, poor women will become more productive economically while married couples will have increased sexual and family morality. With the 1990s' low-wage labor market, however, poor families who are not financially-assisted by the state are expected to have worse familial relationship because both parents need to spend longer hours at work to earn enough to support the whole family.
