From the supplier: Currency speculators have earned vast sums while causing uncertainty for international trade, but few laws control these activities. The tax proposed by the legislator Tobin in 1978 would have taxed every international currency exchange based on the amount in the transaction, from three cents to five dollars per thousand dollars. This could raise large revenues, but most countries would have to agree to the proposed structure.
