Washington, Texas and Pennsylvania have applied the unfair practice laws to the entrepreneurial parts of medicine, such as financial arrangements with laboratories, drug companies, and other doctors, and different pricing practices for insured and uninsured patients. Such claims are generally not going to be subject to the tort reform measures such as limiting damages.
