From the supplier: The 1997 Oregon Legislative Assembly established the State Debt Policy Advisory Commission to advise state decision makers on policies designed to improve the state's credit rating and support the future availability of low-cost capital financing. It proposed a six-year capital facilities plan for debt capabilities and capital needs. The state also utilizes a debt capacity framework to evaluate financing tools, namely general obligation bonded debt, revenue program bonded debt, and certificates of participation obligations.
