The principle of debt cancellation has already been recognized by the Heavily Indebted Poor County Initiative. In that program, however, the creditor nations imposed financial conditions for debt relief. The Jubilee 2000 initiative, inspired by the biblical tradition of the jubilee, seeks a total or partial cancellation of debt by the year 2000, establishment of conditions to prevent a repeat occurrence, and measures to reform North-South economic relations to allow more autonomy to the debtor nations.
