However, going through the US Immigration and Naturalization Service's procedure for the importation of foreign labor takes time and money in terms of legal expenses. The 1997 federal cap on the number of H-1B visas that can be issued annually, set at only 115,000 for the entire country, has also contributed to a shortage of skilled foreign labor.
