From the supplier: The Center for Newly Independent States Studies (CNISS) at California State University, Los Angeles (CSULA) and Tomsk Polytechnic University (TPU) in Russia jointly implement an online Java course to demonstrate distance learning. Students access the course material using WebCT, a client/server program that facilitates the creation of Web-based courses. The program can be used without installing any new software. Students only need a browser capable of handling frames, such as Netscape or Internet Explorer.
