In 2004, the Croatian telecom market witnessed a number of developments that will drastically change its formerly uncompetitive landscape. These included the passing of the new Telecom Law, the establishment of a single regulatory body, and the issuing of licenses/concessions that enabled the two existing operators to extend their service offerings and three new players to enter the local market.
