The book is divided into three parts and focuses on interesting periods in the history of taxation in Europe, the U.S.A. and India. The author (1927) was State Secretary for Finance of the Netherlands from 1967 to 1971, professor of tax law at the University of Leiden from 1975 to 1993 and professor of tax history from 1993 to 1997. Since 1972 Ferdinand H.M. Grapperhaus has been a member of the Board of Trustees of the IBFD. The IBFD, founded in 1938, is a not-for-profit foundation that employs 120 persons from over 30 countries. It cooperates with correspondents in virtually every country. The IBFD staff carries out research on the tax systems of all of the countries of the world and on the interaction of these systems. It provides commissioned reports and publications on a wide variety of topics and has subscribers in 150 countries. Moreover, the IBFD organizes training courses on international and domestic taxation and advises governments on improving tax legislation and its administration. The IBFD library is the largest of its kind and a visiting centre for tax researchers from all over the world.
