After gathering up the shredded remnants of his napkin, Rags proceeds to drop bits and pieces of paper across the high-traffic ice cream parlor floor while en route to the trash receptacle. He conscientiously picks up his scattered mess.
Unfortunately, Rags does so by sweeping his hands across the heavily-used restaurant floor. Then, with no regard to the germs and filth on his hands, he leaves the ice cream parlor to play outside with Lily and Dahlia.
Lily and Rags decide to race for the sandbox while Dahlia opts to stroll behind them. By the time she arrives, Rags and Lily are already busily digging in the sand.
As Dahlia approaches, Rags holds his hands up in the air. Dahlia is aghast at how incredibly dirty his hands are and advises him to clean up properly.
She explains the importance of washing up after eating sticky or messy food to avoid attracting dirt. Dahllia also tells Rags that he should regularly clean his hands to eliminate germs and to avoid making himself or others sick. She even makes up a little song to help him remember how to properly wash his hands.
Rags races off to the restroom to follow her advice. He returns very quickly though, and his hands are less than pristine.
Dahlia inquires if he properly washed his hands, using soap and water. She reminds him of the importance of taking enough time and care to do the job right.
He races back to the restroom to try again and returns with clean hands at last. By the end of the day, Rags learns the importance of good hygiene and regularly and properly washing his hands.
