Given the many components needed to plan and deliver enterprise projects successfully, the presence of high failure rates, often defined simply as over budget, not delivered on time, or both, should come as no surprise. These high rates of failure occur despite the presence of many different tools, methods, and processes developed by vendors and organizations that run projects. Clearly, existing approaches do not offer a complete or satisfactory solution to planning, organizing, or delivering successful projects.
