Thkre is not much in ihc way of history to be written of small lorcign Settlements in China which are not yet fifty years old; but during the short time events have happened in Shanghai which imperilled the existence of the place and the times and fortunes of the inhabitants. And a system of Municipal or self-government has been instituted, which is so well adapted to the community, formed of almost all nationalities, and to its relations to the Chinese Government, that it only requires expansion to meet the wants of an increasing population. Since the port of Shanghai was opened to foreign trade in 1843, a British Consul has virtually blockaded the port with a ten-gun sailing brig of war, notwithstanding that his country was at peace with China; the native City has been in the hands of one set of insurgents; and other and more powerful armies of rebels were twice repulsed in their attempts to capture the City and the Settlements. The records of these and less important events are scattered through newspapers, a few books and parliamentary papers, none of which are easily accessible to the general reader.
