The Night Sniper

A novel - A sniper is loose in the city targeting female cops. The shooting is not to kill but to maim. In spite of all efforts the shooting continues - finally the sniper is caught, everyone relaxes and mysteriously the shooting resumes. Who, why, and how need to be explored to learn who and then how to stop the carnage.
