The Secretary issued a citation to NNS after a compliance officer of the Occupational and Health Administration (“OSHA”) examined photographs taken by NNS during an unrelated inspection by failing to separate axygen cylinders “in storage” from fuel gas cylinders by the required minimum distance of 20 feet or by the statutory alternative of a noncombustiibie barrier. A $1,200 penalty was proposed.
