It is Toyo in fact who singles Bill out for promotion. While slaughtering PRS troops during a failed attack, Toyo saves Bill, sending him back to his bosses with a message. PRS has never had an employee who met Harada in person, and they convince Bill this turn of events represents a big career opportunity. To demonstrate the investment they’re prepared to make in Bill, they implant a nanite bomb inside him – a device that is meant to blow up the next time Bill sees Toyo Harada in person.
